The control spires were believed to be created by Ken, the digimon emperor however it is later found that they were made by Arukenimon and Mummymon who were in fact creations of Oikawa, who was under the control of Myotismon. The main function of the control spires were the blocking of digivolution as well as the control over digimon wearing the dark rings/spirals. However after Ken was no longer the emperor their true reason was shown to be a source to create digimon.
Dark ring/spiral
Dark Spores
The dark rings were made by Ken to control digimon and they were very effective. However they lacked the power to control an ultimate level digimon so he created newer, stronger dark spirals that could control even ultimate level digimon. The only way of stopping a digimon under the rings control was to defeat it or to destroy the dark ring with a strong attack.
The Dark Spores came from Milleniumon after he was defeated. The dark spores were really meant for Ryo, But Ken pushed him out of the way causing him to get infected with them.
The dark spores are interesting objects, they make you smarter, faster, and stronger and as an added bonus they make you evil, ruthless and blinded by hatred. They were released when the original DigiDestined defeated Apocalymon and are apparently very powerful as many people were after them. Ken and Ryo were in the digital world when they released from Apocalymon and saved Ryo from one only to have one embedded in his rear neck. When Oikawa extracted the data of the dark spore from Ken he implanted it into other children and let them grow so that he could harvest the power they would create. Other than Ken and the few children whom Oikawa implanted with the dark spore replicas no other record of them is known.

The dark ocean is just that, dark there is very little light and we never did see anything except the large ocean and the beach. It is home to Dragomon and his minions, who wanted to make Kari their queen in order to defeat Dragomon. They were apparently under the influence of Ken as well, as they had dark spirals around their arms. The dark ocean is believed to be able to fulfill ones dark wishes as it did Kens to have "His own digivice" instead of "his brothers" thus the D3 was born in the dark ocean, how Ken had gotten there is still unknown however he seems to be able to open a portal there that no one else can.
